bit.ly is the best, in my opinion. Their API is great, easy to work with. The stats it keeps are real time and very useful. And if you have a pro account, you can use your own custom short url with their service.

I wrote my own in ColdFusion that outputs urls like this http://domiain?2f5r I have complete control over the system which I love and since it's internal it makes it even easier to work with my software.

http://goo.gl/ - easy to use, recognisable name, and it automatically generates QR codes I can use on my android :)

We ended up using our own, not wanting to be subject to the risks of going with companies without a clear business model (who's going to pay to shorten links?), or domains dependent on fickle governments (Lybia). Just running the stock code from http://yourls.org/
